The Financial Conduct Authority (FCA) has appointed Mark Steward as the new director of enforcement and market oversight, and Barbara Frohn as the director of risk and compliance oversight.

Steward works as the head of enforcement at the Hong Kong Securities and Futures Commission. Before this he worked at a number of senior positions with the Australian Securities and Investments Commission.

Frohn is a managing director for Santander US and has been seconded to the Institute of International Finance at Washington D.C, where she has been looking at the future of regulatory capital framework and the benchmarking of internal risk models.

These appointments have brought forward some of the planned leadership structural changes which the FCA revealed in late 2014, as Steward’s role will bring together the enforcement division with a new market oversight division.
