The High Court Enforcement Officers Association (HCEOA) is running a survey to look at the current methods used by lenders to enforce County Court judgements, and see the extent of the demand for the ability to use High Court Enforcement Officers (HCEOs).

Currently consumer credit lenders, including motor finance lenders, are not allowed to use HCEOs to enforce County Court Judgements as a result of the High Court and County Court Jurisdiction Order from 1991.

While consumer credit firms have other options, such as insolvency proceedings or using County Court Bailiffs, these options are not always as cost effective or as quick as using an HCEO.

Now the HCEOA is looking to garner support from the industry in order to present a stronger case to the Ministry of Justice that allowing consumer credit to use HCEOs would have a positive impact.

The Ministry of Justice is currently doing a one year post implementation review as a result to a change in the law relating to HCEOs in April. The HCEOA has been asked to participate in the review, and will be using the results of the survey as a part of its argument.
