The police investigation into the
Gwent Fleet Management car dealership in South Wales has now
resulted in criminal charges.
The independent dealership was acting as a broker
in purported sales of new cars supplied by unconnected franchised
dealers (see MF June 2009).

Some customers paid cash for the full car price and
took possession, but found the vehicles had been sold to finance
companies within a purported contract hire fleet.
Others paid hire purchase deposits which were not
passed on to the franchised dealers, who therefore did not release
the cars to them.
A 65-year-old man, understood to be Brian John
Webb, managing director of GFM while it was trading, has now been
charged with 15 counts of fraud. These comprise four charges of
fraudulent trading; five of obtaining property by deception; four
of fraudulent representations; and one each of false accounting and
making a fraudulent instrument.
Two other persons have accepted police cautions in
relation to the same investigation, and will not be charged.

accounting, and a 47 year-old woman was cautioned for making a
false document.
There was a preliminary hearing of the charges at
Newport Magistrates Court on 17 July. The case was adjourned for
further papers to be served, and a committal hearing at the same
court is due on 11 September.
A Crown Court trial will follow if the magistrates
agree there is a case to be answered.
