OGCbuying.solutions will be issuing invitations to tender for a new
fleet management framework agreement, due to run alongside the
Pan-Government Collaborative Framework Agreement, led by the NHS
Purchasing and Supply Agency (NHS PASA). It is estimated the new
framework agreements will be worth between £50 million (€56.7
million) and £100 million, and will last for 24 months (with the
option of an additional 24 months).
“[The new agreement] will pull all of
the elements of fleet management together,” explained Clare Thorpe,
a spokeswoman for OGCbuying.solutions.

The new frameworks have been designed to run
alongside, rather than replace, other existing agreements.
“It will encompass a much wider range of services
than those covered through the Pan-Government Leasing framework
agreement and the DWP’s [Department for Work and Pensions] vehicle
purchase framework agreement,” Thorpe continued.
For example, if an organisation wanted to lease
vehicles through the current pan-government agreement, but wanted
to outsource some or all of the administration, or include an
accident management service, the new framework would allow
this.
“It will utilise current framework agreements where
appropriate – for example, the DWP vehicle purchase framework
agreement – and provide new services where no framework agreement
currently exists,” Thorpe added.

already committed to use the new frameworks, including HM Revenue
& Customs, Home Office, UK Border Agency, Ministry of Justice,
HM Prison Service, Valuation Office Agency, and DEFRA.
Fleet lessors are eager to win a place in the
lucrative new framework, as Jennifer Davis, divisional manager
public sector at Automotive Leasing, explained.
“We are currently an agreed supplier in the
pan-government leasing framework, and it has been very successful
for us thus far,” she said. “We will therefore definitely be
tendering for the new framework,” she said.
The new agreements are split into three lots. The
first lot, in which five frameworks will be awarded, encompasses
services ranging from fleet management services, to roadside
assistance, acquisition and disposal of vehicles, and more.
The second lot, in which 10 frameworks will be
awarded, deals with fleet audit and consultancy services. The final
lot will provide specialist enhanced security vehicles under
contract hire agreements, and only one framework will be
awarded.
Only the third lot is in direct competition with
NHS PASA, which is working closely with OGCbuying.solutions.
Janette Cowburn, transport category manager at the
agency, explained: “We have taken a strategic role in actively
working with OGCbuying.solutions to set up the new framework.
“OGCbuying.solutions will have direct access to our
Pan-Government Leasing framework, and in addition, all management
information will go through us.”
Operators have until March 3 to register their
interest through a pre-qualification questionnaire.
