The British Vehicle Rental and Leasing Association (BVRLA) has
cautiously welcomed the European Commission’s evaluation report on
block exemption regulation (BER), which calls for a scaling-back of
red tape.

The report’s suggested “light-touch approach to fostering
competition” was particularly noted by the BVRLA, although it said
that “a number of concerns still remain”.

However, the association had some reservations about possible
consequences for lessors of the changes suggested in the report. It
observed: “There has been a recent move by some manufacturers to
dilute the end-user status of leasing companies by insisting on the
compulsory provision of customer details if a leasing company wants
to gain access to fleet terms.

“We believe this type of direct supply agreement could reduce
intra-brand competition.”
